In what should come as a shock to almost no one, the detailed negotiations to complete the Microsoft and Yahoo search and online advertising final agreement are more complicated than its authors anticipated and are taking longer than expected to complete.

Relax, folks–they’ll get done.

But here’s a more important thing that should wrap up sooner than later: Yahoo CEO Carol Bartz’s gibes about former CEO and co-founder Jerry Yang’s tenure.

There’s no question that Spotify is the latest hot start-up of the moment, which would be super annoying to BoomTown–who is easily irked by never-ending froth around Web 2.0 companies–if co-founder Daniel Ek were not so sharp and the digital-music-on-demand service he created not so nifty.

But, indeed, Ek turned out to be a very refreshing and level-headed serial entrepreneur in an interview I had with him yesterday in London.

Yahoo is closer to naming a new international head, according to sources, the last big slot left in the top management structure of CEO Carol Bartz.

While BoomTown is endeavoring to get the name of this international man of mystery, the suspect list is long, since Yahoo’s headhunter for the job–Heidrick & Struggles–has pretty much talked to the gamut of international Web muckety-mucks since the search started six months ago.

In a memo to Yahoo staff after her reorganization in February, Bartz said that “international growth is critical for Yahoo!, which has become too reliant on its U.S. business over the years.”

Very low, it seems, in announcing really bad fourth-quarter earnings, missing Wall Street revenue estimates by an astonishing $1 billion.

But new rivals like Apple and Research in Motion are gaining market share with innovative touchscreens and apps, features that Nokia has been late to the smartphone party with.

BoomTown’s visit to Italy has been eye-opening in a lot of ways, not the least of which is to be reminded that not everyone in the world is jacked into the matrix 24/7.

In other words, Julius Caesar conquered Rome, but Twitter definitely has not.

In fact, the conference being held here is aptly called “Tutto Cambio, Cambiamo Tutto?” That roughly translates into “Everything changes, let’s change everything?”

This is not a question that is much asked in Silicon Valley. But here, whether or not to change is much more of a debate–one in which change does not always come out on top.

Earlier today, Silicon Alley Insider reported that layoffs at AOL, which had been announced in January, were finally taking place.

Actually, said an AOL insider, about 10 percent of the layoffs, or 70 people, have been let go since the announcement. The pace just got ratcheted up today, adding another 300 to the pyre at the troubled Time Warner online division.

But, said several sources, the slashing of staff might go well beyond what has been announced. With the ever-weakening economy, there is still fat to be cut out, especially since Time Warner CEO Jeff Bewkes either has to sell AOL off or make it work a whole lot better.

And working better most likely means more cuts–and a whole lot more of them.

You must know by now how much BoomTown loves internal Yahoo memos. But this is getting ridiculous.

It’s been like a flash flood after a long drought at Sunnyvale HQ today, as Yahoo CEO Carol Bartz turns on the firehose of a whole lot of communicating.

“I know you guys have reorg fatigue,” wrote Bartz in the latest email to employees about the management reorganization finally announced this morning.

How much does BoomTown love the Friday weekly memos that Yahoo CEO Carol Bartz sends out to the troops?

Very, very much since they are so full of significant news–a slowdown of Yahoo’s homepage redesign and a major limiting of the global rollout of its new advertising platform, APT, to name a few.

But they also have a weird but compelling kind of energy that nearly jumps off the page, giving clear insight into how Bartz thinks and operates.

Like the Energizer Bunny, I would say.

The departure, which has been in the works for months, is not related to the recent news that Yahoo CEO Jerry Yang is also relinquishing his job as soon as the company completes its search for another CEO.

His successor will be Rich Riley, who is currently SVP of Europe’s Advertiser & Publisher Group, which put him in charge of all revenues for the division.
